Who sets my Fire District Property Tax Rate?

The Board of County Commissioners sets Fire District property tax rates. Fire district fire chiefs request a certain tax rate (increase or flat usually) which is then vetted by the Durham County Fire Marshal as part of the annual budget process. The Fire Marshal then makes a proposed recommendation to the County Manager for the Manager's Recommended budget which is then either accepted or changed by the Board of County Commissioners as part of their approved annual budget.
