What is a Capital Improvement Plan?

A capital improvement plan is a forward looking view of potential capital projects of significant cost that the County may have to plan for. Usually capital improvement plans (CIP) look 5 to 10 years out. Also included in a CIP is the estimated debt service and operating costs that may be associated with each capital project. A plan is different than an annual operating budget in that it is only a plan, projects can be taken out our moved around in time depending on circumstances within the County. Individual projects are approved by the Board of County Commissioners regardless of where they are in a CIP.
